According to Islam, who is inflicting the pain in hell?

In the Koran’s hell, a question arises: who is it that inflicts the pain on the unbelievers? The Koran says angels are in charge of the whipping and the branding.

If thou couldst see, when the angels take the souls of the Unbelievers (at death), (How) they smite their faces and their backs, (saying): “Taste the penalty of the blazing Fire. . .” Surah 8:50

On the day when it (their gold and riches) shall be heated in the fire of hell, then their foreheads and their sides and their backs shall be branded with it; this is what you hoarded up for yourselves, therefore taste what you hoarded. Surah 9:35

If the angels are in charge of issuing the penalty of hell, that means they are in hell, which means they are not with Allah. Would an angel want that job of being in hell for eternity beating people when he could be in heaven serving the saints? If the angel enjoys that sort of thing, that angel is in heaven, doing what he loves to do.

Heaven should be a place where all who believe, angels and humans, will exist for eternity in joy and bliss.

The Bible says nothing about some entity torturing another in hell, since all the righteous people who could administer justice are in heaven and everyone else is in hell suffering (angels and people) receiving the same penalty of separation.

For if God did not spare angels when they sinned, but sent them to hell, putting them into gloomy dungeons to be held for judgment; 2 Peter 2:4

However, we do not read of active punishment occurring by the hands of God or angels in the Bible. Much of the pain is described as “weeping and gnashing of teeth,” signs of pain, struggle, anxiety, worry. These are self-inflicted emotions.
