Was there really a governor named Quirinius?

(This was the first census that took place while Quirinius was governor of Syria.) Luke 2:2

Quirinius was a Roman governor over a province called Syria which included the area of Judea from 6 AD to 12 AD.  The timing of his rule seems to contradict the birth of Christ, but he did govern (oversee) the census of the time.  Josephus said Quirinius was the governor 6 AD, but he was active in politics and governing in some capacity.
