I’ll say “no,” but I can’t be absolutely sure about every place in the world. Some of the Canaanite and pagan religions that God opposed in the Bible and asked the Israelites to attack did sacrifice their children to gods, which is why God wanted them removed. In 2 Kings 23:10, it says of King Josiah tried to stop the practice going on in his day:

He desecrated Topheth, which was in the Valley of Ben Hinnom, so no one could use it to sacrifice his son or daughter in the fire to Molech.

You can understand why God found this abominable and called for war against these nations.

In the story of Abraham and Isaac, God did not ask Abraham to sacrifice his child. It was always to test to see what took priority in Abraham’s life.  God's intention were always to stop the act before it happened.
